The following information is being provided to ensure the general public and the news media receive timely and accurate information regarding the Countywide Recycling and Disposal Facility.

In a letter to the US Environmental Protection Agency dated February 6, 2008, Ohio Environmental Protection Agency Director Chris Korleski stated he is considering ordering Countywide Recycling & Disposal Facility to install a fire break between the original 88 acres of the reaction (near cell 5) and cell 7. According to Korleski, this was based on data that showed the reaction migrating to the north toward cells 7 and 8.
However, recent months data shows overall downhole temperatures at the reaction site are decreasing, the intensity of reaction is decreasing, the movement of reaction is slowing, and gas quality in Cell 7 area is steady.
This data does not support the need to construct a fire break and Countywide does not recommend that a fire break be installed at this time.
In October 2007, Republic proposed and asked the OEPA to approve the construction of an alternative (not additional) break between cells 5 and 7, but no action was taken and no approval was granted.
At that time, we recommended that if this break were to be installed, that it be done during the winter - specifically December, January and February. Further, Countywide engineers warned that the actions would result in the release of significant odors.
Now that the window has passed, our recommendation is not to construct the break because it will cause serious odor issues during the spring and possibly into the summer.
The most recent data indicates that the reaction is slowly moving in that direction, but is also slowing. Calculations suggest that it would take two to three years – if ever - for the reaction to reach the area of concern, however we believe that the conditions in that area will not allow the reaction to go that far.
We believe data provided to the USEPA in regard to this issue is outdated and does not reflect recent trends at the landfill. We intend to meet very soon with the OEPA and the USEPA and review all the necessary data as we move forward in working with the agencies to remediate the reaction.
In the meantime, Countywide continues to work proactively with the OEPA and USEPA to resolve issues at the site. The landfill has always cooperated fully with regulatory agencies and is committed to complying with all requirements.
